 2 lbs chicken wings
 2 tablespoons lemon pepper seasoning
 1 cup yellow rice
 2 cups water or chicken broth
 1 cup elbow macaroni
2 tablespoons butter
 2 tablespoons all-purpose flour
 1 cup milk
 Salt and pepper to taste
 Chopped parsley for garnish (optional)
